What is actually documented

Microsoft Learn describes a mode in which generative answers are produced over public websites in Copilot Studio. The documented object is web-source configuration and answer behavior grounded in publicly available web content. It is not a catalogue of every Bing component or a description of a hidden retrieval pipeline.

This is why the profile separates observed facts from editorial inference. The document's wording and scope are observable; any claim about why consumer Bing selected a passage or attached a link remains a hypothesis.

Source configuration

For public-web grounding, begin with the URL itself: the page should be accessible without authentication, return a successful HTTP response, and contain readable HTML. Check the final URL after redirects, robots.txt, encoding, and any regional or session-based blocking.

Source configuration is not the same as inclusion in search results. It defines a possible input boundary for a particular Copilot Studio agent; it does not grant a site a place in an answer and does not replace a consumer-surface test.

Crawl and index assumptions

A site log can show a request, user agent, status, and response size. That is evidence of a fetch, not evidence of indexing, selection for a particular question, or use of the text in a finished answer. Even a correct robots.txt does not reveal which internal index was used.

GeoAeoAle records these states separately: `fetch_observed`, `index_signal`, `retrieval_observed`, `mention`, `citation`, and `referral`. When an artifact is missing, the state is marked unknown rather than zero or proven invisibility.

Answer generation

The document discusses a generative answer grounded in public websites, but does not disclose the internal sequence of querying, passage ranking, and text assembly. One visit cannot reveal which passage was read by a model or influenced the wording.

The practical protocol therefore preserves the full prompt, language, region, mode, timestamp, answer, and every displayed link. Repeating the test at a fixed interval can reveal change, but does not turn a correlation between access and an answer into a causal conclusion.

Citation and attribution

A brand mention, a domain name, a link to a domain, and an exact page link are different outcomes. A citation requires preserving the answer and checking that the URL leads to the page supporting the relevant claim. A screenshot of one card is insufficient without date and query context.

Documentation about public-web grounding does not promise a citation rate. We therefore do not treat a bot visit, Bing inclusion, or a generative answer as proof that this publication was cited.

Tests and observation log

A minimum reproducible test uses ten pre-registered questions, three repetitions, the same language and region, and separate records for consumer Bing/Copilot and a Copilot Studio agent. Preserve sources, citations, time, and protocol version for every answer.

Server logs complement but do not replace the answer log. Analytics can show a user referral and referrer; it cannot prove that the referral was caused by a particular hidden retrieval step.

Transfer limitations

The key boundary is that the source is Copilot Studio guidance for generative answers over public websites. It cannot automatically establish rules for consumer Bing, consumer Copilot, Bing Webmaster Tools, a particular search index, or a future product mode.

Any generalization to another surface needs its own URL, observation, and confidence label. When the interface or documentation changes, we publish a dated correction rather than changing a date without substantive content.

Practical takeaway

For a site owner, the transferable part is straightforward: publish facts in accessible HTML, keep stable URLs, name entities clearly, connect claims to primary sources, and do not hide the answer behind JavaScript. This reduces verification friction but promises neither ranking, retrieval, nor citation.

For a researcher, Bing Copilot is a separate evidence layer. Report the surface, source, period, and denominator; keep facts, inferences, and hypotheses separate. The profile's value is a reproducible boundary of knowledge, not a promise to enter every AI answer.

What this does not prove

  • Microsoft Learn covers Copilot Studio and public-web grounding, but does not disclose private retrieval steps and is not a complete consumer Bing or Copilot specification. There is no guarantee of crawling, indexing, selection, citation, ranking, or traffic.
